The UN Security Council faces three possible courses of action after Russia reportedly vetoed a US-backed Sahara resolution on Friday, leaving the future of MINURSO unresolved less than 24 hours before its mandate expires on October 31.

The American draft secured 11 votes in favor, one against and three abstentions, according to reports of the meeting. Russia’s negative vote blocked its adoption despite majority support.

The Council had scheduled a vote on a competing Russian proposal after the American text, according to Security Council Report.

First option: Adopt Russia’s competing resolution

Moscow’s alternative proposes extending MINURSO’s mandate for another year, until October 31, 2027, while preserving its existing name and responsibilities.

Unlike Washington’s rejected proposal, the Russian text would not establish Morocco’s autonomy initiative as the exclusive basis for negotiations or introduce the proposed changes to the mission’s structure.

The draft would require at least nine affirmative votes and no veto from another permanent Council member to pass.

Second option: Negotiate a shorter extension

If the Russian proposal fails, Council members could seek a compromise allowing MINURSO to continue operating while disagreements over its future mandate remain unresolved.

Security Council Report, an independent organization monitoring the UN body, identified a six-month renewal as one possible option in its October 2026 forecast.

Such an extension would allow the Council to reassess progress in negotiations before deciding whether to modify MINURSO’s mandate or operational structure.

The organization outlined this possibility before Friday’s vote. No agreement on a shorter extension has been confirmed.

Third option: Allow the mandate to expire

If Council members fail to adopt either proposal or negotiate an alternative before October 31, MINURSO would be left without a renewed Security Council mandate.

The lapse would create uncertainty over the legal basis for the mission’s continued operations, including ceasefire monitoring and demining activities.

It would not automatically reverse Resolution 2797, adopted in October 2025, or terminate the broader UN-led political process.

The Council has not announced a new voting timetable beyond Friday’s scheduled consideration of the American and Russian drafts.
