Russia vetoed a US-drafted UN Security Council resolution on the Sahara on Friday, blocking Washington’s proposal to make Morocco’s autonomy plan the sole basis for negotiations and restructure the UN mission in the territory,
The draft received 11 votes in favor, one against and three abstentions. Russia’s negative vote prevented its adoption despite support from a majority of Council members.
The proposed resolution would have extended MINURSO’s mandate until October 31, 2027, while renaming it MINUSO, removing the reference to a referendum.
It also sought to establish Morocco’s autonomy initiative as the exclusive basis for future negotiations, going further than Resolution 2797, adopted in October 2025.
Washington had revised the draft several times to address objections, including withdrawing an earlier proposal to end the mission’s peacekeeping operations in April 2027.
Russia’s alternative proposes extending MINURSO’s mandate for one year, until October 31, 2027, without changing the mission’s name or existing responsibilities.
