Morocco’s National Agency for Public Facilities has launched an international open tender for the external development works of the Hassan II Stadium in Benslimane Province, marking another milestone in the construction of the country’s flagship football venue.
The tender covers Lot 7, dedicated to the stadium’s external infrastructure and landscaping, with an estimated value of MAD 2.68 billion ($275 million), including taxes.
To participate, bidders must provide a provisional guarantee of MAD 45 million, reflecting the scale of one of the largest public sports infrastructure contracts currently underway in Morocco.
According to the tender specifications, the contract goes well beyond conventional roadworks and encompasses the comprehensive development of the stadium’s surroundings to ensure efficient operations and public safety.
The works include the construction of roads, access routes, intersections, public squares, pedestrian walkways, engineering structures, and underground technical corridors for utility networks. The project also covers operational, maintenance, and security buildings, wastewater and stormwater drainage systems, connections to water, electricity, telecommunications, and fiber-optic networks, as well as landscaping and irrigation systems.
In addition, the contractor will install urban furniture—including benches, waste bins, protective barriers, signage, and lighting—along with solar panels as part of the site’s energy infrastructure.
The project will be overseen by the National Company for the Construction and Management of Sports Facilities (SONARGES), acting as project owner on behalf of the National Agency for Public Facilities.
The tender also includes provisions aimed at supporting Morocco’s domestic economy. The successful contractor will be required to ensure that at least 20% of the workforce employed on the project is recruited locally. The specifications further prioritize Moroccan-made materials and products, allowing imports only when no equivalent domestic alternative meets the required technical standards.
The announcement comes roughly one month after authorities launched a separate MAD 126.3 million tender for the installation of elevators and escalators at the stadium.
The Hassan II Stadium, currently under construction in Benslimane Province, is expected to become one of the largest football stadiums in the world and is a centerpiece of Morocco’s preparations for hosting the 2030 FIFA World Cupalongside Spain and Portugal.
