A recent report titled “ Unlocking the Potential of the Moroccan Private Sector : An Analysis of Firm Dynamics and Productivity,” released this week by the World Bank Group in collaboration with the Moroccan Observatory for Very Small, Small, and Medium Enterprises, focuses on the dominance of small and micro-enterprises within Morocco’s production landscape, emphasizing the significant role these enterprises play in the national economy.

The report highlights that very small and small enterprises account for 88% of the national business fabric in Morocco’s structured economy.

To enhance the performance and productivity of the private sector, it proposes several reform pathways aimed at improving the competitive environment for all types of businesses.

Key recommendations include enhancing access to financial resources for young and small enterprises to facilitate their expansion.

The report identifies financial resources as a major barrier to growth. Additionally, it calls for improving bankruptcy and liquidation procedures to allow inactive companies to exit the market without causing damage to the economic fabric.

Another crucial recommendation is to increase the efficiency of resource reallocation in high-value-added sectors, particularly in services. The report also urges a reconsideration of tax incentives to prevent companies from remaining small in order to evade tax or administrative obligations.

To meet its developmental goals outlined in the 2035 model, Morocco must enhance private sector productivity by addressing market distortions that hinder competitiveness. The report underscores the necessity of additional structural reforms, alongside a favorable environment for innovation and entrepreneurship, to unlock the sector’s full potential.

Notably, the report reveals that the density of limited liability companies reached approximately 3 per 1,000 people in Morocco as of 2022, indicating a dynamic flow of new business creation.

Despite a clear upward trend in business creation from 2017 to 2021, the data also shows weak growth momentum and a scarcity of high-growth enterprises, which are crucial for formal job creation.
