World Bank data shows rise in Morocco’s Government effectiveness indicator

Morocco recorded an improvement in the World Bank’s government effectiveness indicator in recent years, according to the latest edition of the Worldwide Governance Indicators, or WGI.

The indicator’s percentile rank for Morocco rose from 51.72 in 2020 to 52.84 in 2023 and 55.98 in 2024, according to the figures cited. The latest 2025 data put the country at around 56, representing an increase of more than four points compared with 2020.

The World Bank’s government effectiveness indicator captures perceptions of the quality of public services, the civil service, policy formulation and implementation, and the credibility of government decisions. The WGI draw on data from household and business surveys and assessments by experts and international organizations.

The World Bank reports WGI indicators in percentile-rank terms as well as other statistical measures. Percentile ranks range from zero to 100, with higher values indicating higher relative governance performance.

Alongside government effectiveness, Morocco recorded a percentile rank of 55.19 in the 2025 data for regulatory quality, an indicator covering perceptions of the government’s ability to formulate and implement policies and regulations that support private-sector development.

Morocco’s percentile rank for political stability and absence of violence stood at 56.10, while its rule-of-law indicator was recorded at 53.01, according to the same data.

The figures come amid continued debate over the record of the government led by Aziz Akhannouch, which took office in 2021.

The WGI provide a broad measure of governance based largely on perceptions rather than a direct audit of government performance. The World Bank cautions that the indicators should be treated as estimates and that changes can reflect shifts in source data and perceptions as well as developments in governance. It also notes that the indicators are better suited to assessing broad trends than evaluating specific institutional reforms.

The latest WGI update covers governance indicators through 2025 and incorporates a revised methodology under which historical estimates have been recalculated to maintain consistency across the series.
