Morocco widens payment-delay oversight to 56,000 companies

Morocco’s government and local authorities cut the average time taken to pay suppliers to 16.2 days in 2025, down from 18 days a year earlier, while payment delays between private companies remained far longer, according to the latest Payment Delays Observatory report.

The public-sector average remained well below the regulatory ceiling of 60 days even as public procurement increased to MAD 82.45 billion from MAD 72.96 billion in 2024. Late-payment interest consequently fell from MAD 17.76 million to MAD 12.96 million.

State-owned enterprises also improved. Their average payment period stood at 32.5 days, with 92% of the 205 entities monitored paying within 60 days. Financial penalties linked to late payments fell 41.2% to MAD 423.2 million.

The private sector remains a different picture, although its latest data also show improvement. In 2024, companies waited an average 98 days of turnover to collect customer receivables, 27 days fewer than in 2023. Supplier-payment periods fell by 15 days to 70 days of purchases.

Intercompany credit declined slightly to MAD 368 billion from MAD 372 billion, but remained heavily concentrated: large companies accounted for 63%, or about MAD 232 billion. Very small businesses recorded some of the largest improvements, cutting customer-payment periods by more than 30 days, though they continued to face longer delays than larger firms.

The expansion of Morocco’s payment-delay law also sharply increased regulatory coverage. The number of companies filing payment declarations rose from 17,704 in 2024 to 56,041 in 2025 after businesses with annual turnover between MAD 2 million and MAD 10 million entered the system.

Companies reported MAD 53.2 billion in invoices paid beyond legal deadlines, with firms turning over more than MAD 50 million accounting for 82.7% of that amount. Total penalties issued under the system fell 11.5% to MAD 1.331 billion in 2025.
