Morocco votes against ending US embargo on Cuba, reversing 2025 UN position

Morocco voted against a UN General Assembly resolution calling for an end to the United States’ economic embargo on Cuba on Wednesday reversing its abstention last year as Washington secured greater international opposition to the annual measure.

The resolution was adopted by 130 votes in favour, 17 against and 25 abstentions, according to official UN results. Morocco joined the United States, Israel, the United Arab Emirates, Argentina and Paraguay among countries opposing the text.

The vote marked a shift from October 29, 2025, when Morocco abstained on the same resolution, which passed with 165 countries in favour, seven against and 12 abstentions. International support for the Cuban-sponsored measure therefore declined by 35 votes in one year, while the number of countries opposing it rose from seven to 17.

The resolution, adopted for the 34th time, calls for an end to the economic, commercial and financial embargo imposed by Washington on Cuba. Although politically significant, General Assembly resolutions are nonbinding and cannot compel the United States to lift its sanctions.

The change followed a diplomatic campaign by the administration of US President Donald Trump to persuade countries to oppose the measure or abstain.

SMorocco’s decision also comes against the backdrop of its close strategic relationship with Washington, which recognized Moroccan sovereignty over the Sahara in December 2020.

Relations between Rabat and Havana have historically been complicated by Cuba’s recognition of the self-proclaimed Sahrawi Arab Democratic Republic and its longstanding support for the Polisario Front. The two countries restored diplomatic relations on April 21, 2017, following a 38-year rupture, although their differences over the Sahara have persisted.
