Morocco has formally announced its candidacy for a non-permanent seat on the United Nations Security Council for 2028-2029, a bid that would return the kingdom to the body for the first time since 2013 and place it directly inside the institution overseeing the UN process on the Sahara.
Foreign Minister Nasser Bourita announced the candidacy Tuesday in New York, during Morocco’s address to the 81st UN General Assembly, saying Rabat wanted to contribute “effectively and responsibly” to international peace and security while upholding international law, sovereignty and territorial integrity.
Morocco has previously served three terms as a non-permanent Security Council member, in 1963-64, 1992-93 and 2012-13. A successful bid would give it a fourth.
The timing gives the candidacy particular significance for Rabat. The Security Council remains the principal UN body handling the Sahara dispute and the mandate of MINURSO, while efforts toward a political settlement have continued under UN auspices.
A seat with direct relevance to the Sahara file
Khalid Chiat, a professor of international relations at Mohammed I University in Oujda, said Morocco’s presence on the council would carry greater weight because it coincides with what he described as a sensitive stage in efforts to reach a final political settlement.
Chiat argued that the candidacy also draws on Morocco’s record in UN peacekeeping and humanitarian operations, including assistance to Gaza and previous medical deployments for Syrian refugees. He described the bid as consistent with Morocco’s broader effort to present itself as a contributor to international security rather than simply a country pursuing a national diplomatic file.
Lahcen Akritit, a geopolitics specialist, similarly described Security Council membership as a “strategic” objective. He said a seat would allow Morocco to defend its positions directly inside the council while contributing on wider security issues including terrorism, irregular migration and transnational organized crime.
Both analysts also linked the candidacy explicitly to Morocco’s autonomy proposal for the Sahara. Their assessment, however, represents a Moroccan reading of what council membership could provide; holding a non-permanent seat would not by itself determine the outcome of the UN process.
Morocco still faces a regional contest
The candidacy is also not yet the uncontested African nomination. African Union records list both Morocco and Libya as North African candidates for the 2028-29 term and call on the region to agree on a single candidate. Libya formally launched its own campaign in New York this month.
That means Morocco faces two stages before a seat is secured: resolving the North African candidacy and then winning the General Assembly election scheduled for June 2027.
Security Council members are elected by secret ballot and require a two-thirds majority of UN members present and voting.
The announcement therefore opens a diplomatic campaign rather than completing one. For Rabat, the prize is larger than the seat itself. Two years inside the body where the Sahara file, regional security and many of Morocco’s principal foreign-policy concerns are debated and decided.
