Morocco will sign an agreement by late December to begin connecting the Bouregreg and Oum Er-Rbia river basins, a strategic step in the country’s long-term water security plan, Minister of Equipment and Water Nizar Baraka said Monday.

Speaking during a parliamentary session, Baraka said the new inter-basin transfer will channel 800 million cubic meters of water annually, doubling the current volume redirected through the Sebou–Bouregreg link. The project, he said, will benefit provinces including El Jadida, Sidi Bennour, Doukkala, Tensift, and Beni Mellal, improving both irrigation and drinking water supply.

The minister also noted rapid progress in desalination projects, highlighting that the Casablanca plant will be operational in 2027 for drinking water, and by 2028 for agricultural use, providing 50 million cubic meters for farmers. Once the Casablanca, Safi, and El Jadida plants are complete, Morocco’s desalination capacity will reach 1.7 billion cubic meters per year, up from just 32 million in 2021.

Baraka said the ministry is also accelerating the construction of 14 large dams and dozens of smaller ones to mitigate the effects of seven consecutive years of drought, alongside maintaining Morocco’s 48,000-kilometer road network, with 46 percent of the ministry’s road budget devoted to maintenance.
