Morocco has officially established the Morocco 2030 Foundation to manage and coordinate preparations for hosting the 2030 FIFA World Cup, as well as other international football events.
The foundation is tasked with organizing all football tournaments awarded to Morocco by FIFA or CAF until the 2030 World Cup, said Faouzi Lekjaa, Minister Delegate for the Budget, during a parliamentary session dedicated to the general discussion of Law Project 35.25.
Its responsibilities include planning, coordinating with ministries and local authorities, following through on Morocco’s contractual obligations, and promoting the country’s global image through effective communication strategies.
The foundation is structured around four main bodies:
– President, who also heads the 2030 World Cup Committee, represents the foundation and ensures internal coordination.
– Executive Board, composed of representatives from the ministries of Interior, Foreign Affairs, Sports, and Budget, approves the foundation’s annual programs.
– Advisory Council, including members from the private sector, civil society, Moroccan diaspora, national football stakeholders, and African experts.
– Territorial Management Committee, led by the Minister of Interior, oversees regional implementation and inter-agency coordination.
Registered as a non-profit with legal and financial autonomy, the foundation is headquartered in Rabat. It is classified as a public-interest organization and will operate under financial oversight regulations.
The foundation’s funding sources include state subsidies, public institution grants, donations, and various additional revenues.
It will employ fixed-term contract workers, seconded civil servants, and public employees placed at its disposal. The state and local governments may provide land and property for its use.
The director general, appointed by the foundation’s president, will be responsible for executing the board’s decisions and preparing an annual report on the institution’s activities. The president must also provide regular briefings to King Mohammed VI on the foundation’s progress.
According to Lekjaa, the foundation reflects royal directives issued during the December 2024 ministerial council and forms part of Morocco’s broader strategy to leverage the World Cup as a catalyst for infrastructure upgrades, economic development, and global visibility.
