The Moroccan Capital Market Authority (AMMC) has issued a cautionary note on the structural fragility of the Casablanca Stock Exchange, citing an overreliance on institutional investors and a lack of participation from individual investors and small to medium-sized enterprises (SMEs).

In its newly released 2024 annual report titled “Capital Market in Numbers,” the AMMC outlined the risks posed by a narrow investor base. The report found that national institutions—primarily insurance companies and pension funds—continue to dominate the secondary market. While these entities provide a degree of stability, their concentration could expose the market to volatility in the event of external shocks or a swift withdrawal of foreign capital.

The report further revealed that foreign investors now account for nearly 30 percent of the market capitalization of listed stocks. This underscores the Casablanca Stock Exchange’s growing international appeal, buoyed by improved sovereign credit ratings and strengthened governance and transparency standards.

Despite these advances, the AMMC emphasized the need for urgent action to widen domestic participation in capital markets. The authority called for initiatives to improve financial literacy and promote the inclusion of retail investors and SMEs, which it views as essential to fostering a more resilient and dynamic financial ecosystem.

“To achieve sustainable growth and protect against systemic risk, we must broaden the base of investors who understand and trust the market,” the AMMC stated.

The report also underscored the transformative potential of digitalization, highlighting its role in democratizing access to financial services. As Morocco continues its national digital transformation strategy, the AMMC urged policymakers and financial institutions to leverage technology to bridge the participation gap.

Among the proposed solutions were enhanced financial education campaigns, streamlined account-opening processes, and the development of digital platforms tailored for small investors and businesses.

With capital markets playing a critical role in financing economic development, the AMMC’s call signals a growing consensus that inclusivity and diversification are not just desirable — but necessary for long-term market health.
