Judicial authorities in Casablanca are preparing to refer police investigation reports to the public prosecutor at the Court of Appeals regarding a case involving allegations of contempt of court rulings, fraud, and embezzlement of public funds. The case implicates Salah Eddine Aboulghali, his brother Abdel-Samad, and their mother, Nouzha Al-Adlouni.

Sources indicate that this development brings Aboulghali, whose membership in the leadership of the Authenticity and Modernity Party (PAM) has been suspended for months, closer to facing the Financial Crimes Court.

The move follows the decision of the Ain Sebaa Criminal Court prosecutor to postpone ruling on a separate complaint filed by PAM’s regional secretary, Abdel-Rahim Ben Dhaw, regarding an incomplete real estate transaction. The delay was granted after Aboulghali’s defense presented new documents, which are now under police review.

The prosecution has reportedly discovered additional complaints against Aboulghali pending investigation, along with ongoing lawsuits.

The contested land at the heart of the dispute between Aboulghali and Ben Dhaw is also linked to broader accusations of embezzlement and fraudulent disposal of non-transferable assets. Police have already questioned Aboulghali, his brother, and their mother regarding these matters.

Central to the allegations is the liquidation of Al-Nasr Insurance and Reinsurance, a company formerly managed by their late father, Bouchaib Aboulghali. Bouchaib was convicted of embezzlement, fraud, and forgery, receiving a five-year prison sentence and being ordered to pay 492.7 million dirhams in damages.

During his trial, he allegedly transferred valuable real estate holdings to his wife and children to shield them from confiscation, preventing the recovery of embezzled funds.

Authorities suspect that these fraudulent asset transfers, including land in Mediouna, Oulad Ziane, and other regions, were carried out through shell real estate companies. Despite court rulings deeming these transactions fictitious, properties were later sold off, complicating efforts to reclaim misappropriated assets.

The scandal extends beyond private sector fraud, with implications for public funds misappropriation. The Moroccan Ministry of Finance reportedly had to inject 455 million dirhams into Al-Nasr Insurance to cover financial shortfalls caused by years of mismanagement.

These funds, classified as state assets, were expected to be recovered through the liquidation of company properties. However, due to alleged fraudulent transfers, the state has been unable to retrieve the missing funds.

With the case now in the hands of the Casablanca Public Prosecutor’s Office, legal experts expect further developments that could lead to charges before the Financial Crimes Court.
