King Mohammed VI appointed eight individuals to lead strategic state agencies during the Council of Ministers held on October 18 at the Royal Palace in Rabat. Here are their biographies.

Wafaa Jemali

Wafaa Jemali, who has been appointed as the new General Director of the National Agency for Social Support, holds a specialized Master’s degree in Public Policy Management from Sciences Po Paris. She also has a master’s degree from ISCAE and a Specialized Master’s in Business Law from the same institute, along with a Global Leadership and Public Policy Certificate from Harvard Kennedy School. A Young Global Leader of the World Economic Forum since 2023, Jemali served as Secretary General to the Prime Minister’s Office from 2021 to 2024. Her previous professional experience includes roles as Chief of Staff for the President of the National Rally of Independents (2016-2021), advisor to the Minister of Agriculture, Maritime Fisheries, and Rural Development (2014-2017), Strategic Planning Manager at Akwa Group (2010-2014), and Senior Mission Officer at BMCE Capital Conseil (2007-2010).

Said Laith

Said Laith, appointed General Director of the High Atlas Development Agency, is a Rural Engineering graduate from the Agronomic and Veterinary Institute. Prior to his appointment, Laith served as Director of Rural Development and Mountain Areas at the Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests since 2015. Between 2010 and 2015, he held the position of Regional Director of Agriculture in the Taza-Taounate-Al Hoceima region, after serving as Head of the Irrigation Department from 2009 to 2010. Before 2009, he was Head of Service in the Rural Engineering Administration at the Ministry of Agriculture and Maritime Fisheries.

Rahal Boubrik

Rahal Boubrik, appointed Director of the Royal Institute for Research on the History of Morocco, holds a PhD in History from Aix-Marseille University and a DEA from the Sorbonne-Paris University. Since 2013, Boubrik has served as Director of the Center for Saharan Studies in Rabat, having previously worked as a researcher and teacher at the Institute of African Studies at Mohammed V University in Rabat and as a visiting professor at the École des Hautes Études en Sciences Sociales in Paris. He has also taught at the Universities of Agadir and Kénitra (2000-2011).

Latifa Moftaqir

Latifa Moftaqir, newly appointed Director of Archives of Morocco, holds a diploma in higher studies from the National Institute of Archaeology and Heritage. She also has a diploma in urban planning from the National Institute of Urban Planning and a Master’s in Public Management from ISCAE. Prior to her appointment, Moftaqir was the Director of Books, Libraries, and Archives in the Ministry of Youth, Culture, and Communication since 2019. From 2014 to 2019, she served as Regional Director of the Culture Department in Rabat-Salé-Kénitra and from 2012 to 2014, she was Head of the Cooperation Division in the Ministry of Culture. Additionally, she was Head of International Cooperation in the Ministry of Culture from 2005 to 2014.

Kamal Doghmi

Kamal Doghmi, appointed director of the Moroccan Blood Agency and its derivatives, is a Colonel Doctor and Head of the Clinical Hematology Service at the Mohammed V Military Hospital in Rabat, as well as a Professor of Hematology at the Faculty of Medicine and Pharmacy in Rabat. He holds a Doctorate in Medicine from the Faculty of Medicine and Pharmacy in Rabat, a specialty diploma in Clinical Hematology from the Val-de-Grâce Military Hospitals, and a University Diploma in Clinical Hematology from René Descartes University, Paris V. Doghmi was appointed in 2019 as director of the diploma and Head of Clinical Hematology at the Faculty of Medicine and Pharmacy in Rabat. In 2018, he was Head of the Clinical Hematology Service at HMIMV Rabat and became a full professor in 2013. He was promoted to Associate Professor in Clinical Hematology at the Faculty of Medicine and Pharmacy in 2004.

Samir Ahid

Samir Ahid, appointed director of the Moroccan Agency for Medicines and Health Products, holds a Doctorate in Pharmacy from the Faculty of Medicine and Pharmacy (Mohammed V University – Rabat) and a national specialty diploma in industrial pharmacy. He also has a diploma in pharmacoeconomics of medicines and medical devices from Paris Descartes University and a university diploma in Health Economics and Outcomes Research from the University of Washington. Since 2023, he has been Dean of the Euromed Faculty of Pharmacy in Fès. From 2017 until then, he was the honorary founding Dean of the Faculty of Pharmacy at Mohammed V University of Health Sciences in Casablanca. Between 2015 and 2017, Ahid, a member of the French Academy of Pharmacy since 2009, served as Deputy Director of El Ayachi Hospital, Ibn Sina Hospital Center – Rabat. Since 2015, he has been President and Founder of the Moroccan Society of Health Product Economics, having held the position of Higher Education Professor of Pharmacology since 2009.

Nouaman Al Aissami

Nouaman Al Aissami, appointed director of the Solidarity Fund against Catastrophic Events, holds a diploma from ISCAE and graduated in applied mathematics, specializing in numerical analysis and statistics. Since 2023, he has been Deputy Director of the Treasury and External Finances, responsible for the Financial Sector. From 2007 to 2013, he was Head of the Credit Division at the Treasury and External Finances Department, after serving as Head of the Housing and Industrial Credit Service from 2004 to 2007 and Head of Financial Analysis of the Local Public Sector at the General Treasury of the Kingdom from 2002 to 2004. He was also an officer in the public treasury service at the Treasury and External Finances Department from 1997 to 2002.

Mustapha Aboumaarouf

Mustapha Aboumaarouf, appointed President of the High Health Authority, holds a doctorate from the Faculty of Medicine and Pharmacy of Casablanca. A member of the Higher Council of Education, Training, and Scientific Research since 2023, Aboumaarouf has been President of Moulay Slimane University in Béni Mellal since 2022, Coordinator of the Network of Medical, Pharmaceutical, and Dental Faculties, and Advisor to the Minister of Higher Education, Scientific Research, and Innovation. From 2017 to 2022, he served as Dean of the Faculty of Medicine and Pharmacy, and from 2014 to 2022, he was Head of Pediatric Orthopedic and Traumatology Surgery. Aboumaarouf held the position of Director of the Children’s Hospital at the CHU of Casablanca from 2009 to 2017.
