The Chamber of Representatives adopted by majority the draft law No. 21.24 setting specific provisions related to the basic mandatory health insurance (AMO) scheme, applicable to individuals capable of paying contributions and not engaged in any remunerated or non-remunerated activity was discussed.
The Minister Delegate in charge of Relations with Parliament and Government Spokesperson Mustapha Baitas emphasized that the bill passed by 99 parliamentarians and rejected by only one deputy “is part of the implementation of the Royal Initiative concerning the generalization of social protection and aims to overcome the obstacles encountered in the generalization of medical coverage across different categories.”
This project seeks to ensure that individuals who have previously benefited form the AMO (mandatory health insurance for those unable to pay contributions) continue to receive services, even if they haven’t reapplied or no longer meet the eligibility criteria.
The most important provisions in this bill are “The exemption from the three-month waiting period stipulated in law No. 60.22 related to the AMO scheme applicable to individuals capable of paying contributions and not engaged in any remunerated or non-remunerated activity and who were benefiting from the aforementioned scheme as of November 30.”
“The bill allows administrations, local authorities, and public institutions providing support or public aid to insured persons benefiting from ‘AMO Achamil’ to verify by various means, including electronic methods, that these insured persons are paying their contributions due to the CNSS,” stated the minister.
The text also provides the recovery of the fees of the services guaranteed under the AMO for insured persons who were benefiting from the basic mandatory health insurance scheme for those unable to pay contributions as of November 30, 2023, or borne by the managing organization from the date their registrations take effect, set for January 1, 2024, until the end of the third month following publication in the Official Bulletin.
The project also refers to “a regulatory text that will determine the methods for verifying the compliance of persons registered in the said system with respect to the payment of contribution amounts provided for in Article 12 of the aforementioned law No. 60.22.”
