Morocco ranks 58th in global crypto adoption in 2025

Morocco has ranked 58th in the 2025 World Crypto Rankings, showing that cryptocurrency is gaining ground in the country even though formal rules and regulations are still weak, according to a report by Bybit and DL Research. 

The study analyzed 28 indicators and 92 data points, looking at how crypto is used by people, how it’s handled in transactions, how ready institutions are, and how much the public knows about crypto.

The ranking reveals a clear gap between widespread usage and limited institutional support. Transactional activity places Morocco 24th globally, and trading on centralized exchange platforms ranks 23rd in the world. 

Crypto ownership is high, showing that many people are adopting digital assets even with regulatory restrictions. 

Stablecoins are particularly popular, helping with payments, transfers, and daily transactions, which shows that practical use drives adoption more than formal rules.

Despite this strong usage, Morocco’s institutional readiness is weak. 

Regulatory clarity ranks 72nd worldwide, and overall support from financial institutions and official structures is 77th. 

This creates a situation where everyday users are ahead of the law and banks, reflecting a pattern seen in many emerging economies; adoption grows faster than regulation.

The MENA region shows a mix of crypto experiences. Gulf countries like the UAE use crypto for innovation and investment, supported by strong rules, while North African countries, including Morocco, rely more on crypto to deal with inflation, capital controls, and limited access to traditional banking. Morocco fits into this pattern with high user adoption but low institutional integration.

Young people are driving much of Morocco’s crypto growth, suggesting the market could expand quickly if policies were clarified. 

In this context, Morocco’s Ministry of Economy and Finance published a draft bill to regulate crypto-assets on October 31, an important step toward creating a structured environment and integrating crypto into the formal financial system.
