Monarch calls for renewed governance and local development in “emerging Morocco” vision

 In his opening address to the new legislative session, King Mohammed VI reaffirmed that health, education, and employment remain central to Morocco’s development agenda, calling on Parliament and the government to accelerate territorial development programs, support local initiatives, and improve living conditions in remote and vulnerable areas, particularly in mountains and oases.

Morocco’s rising model and regional equity

Political scientist Ahmed Dardari, professor of constitutional law at Abdelmalek Essaadi University and head of the International Center for Crisis Monitoring, said the royal speech reminded legislators of their constitutional duties, including law-making, government oversight, and policy evaluation, while urging them to strengthen parliamentary diplomacy in defense of Morocco’s national causes.

Speaking to Hespress, Dardari explained that the King called on lawmakers to complete pending legislative plans with seriousness and vigilance, warning against competition between major national projects and social programs. 

He emphasized the speech’s focus on citizen outreach and awareness of public initiatives, stressing that representation remains a shared responsibility but primarily that of Parliament.

The scholar added that the royal address builds on the “rising Morocco” vision outlined in the Throne Day speech, linking economic momentum to deeper social and territorial justice.

 He noted that the new phase of territorial development demands data-driven approaches, digital tools, and a results-oriented culture.

Policy alignment and generational renewal

Dardari said the monarch expects government and opposition alike to mobilize all resources in 2026 to deliver on national priorities. 

He warned that traditional governance models have reached their limits, calling for a new administrative mindset capable of meeting the challenges of digitization and competitiveness.

He added that renewed governance must ensure Parliament reflects Morocco’s strategic vision and exclude representatives unable to adapt to the country’s political and socioeconomic transformation.

Converging visions

Fadi Oukili asraoui‏, national secretary of the Socialist Youth Organization, said the royal focus on health, education, and employment mirrors the Socialist Union of Popular Forces’ (USFP) longstanding advocacy for social and territorial justice under the leadership of First Secretary Driss Lachgar.

He stressed that the King’s recognition of “serious parties” validates the role of political organizations that actively engage citizens and sustain diplomatic outreach through international socialist networks, thereby reinforcing Morocco’s image and positions on the global stage.
