The Casablanca Court of Appeal has exposed serious irregularities in a MAD 10 million cleaning services contract awarded by the Bouznika municipality under former mayor Mohamed Karimin, known as the “Emperor of Bouznika.”
The contract, granted to a company led by former Raja Casablanca president Aziz Badraoui, was illegally extended by six months without council approval, prosecutors said Friday.
The vice-prosecutor called the extension arbitrary and in bad faith, alleging it benefited the company exclusively while violating procurement laws. A court had previously blocked a MAD 6 million payment to the firm, deeming it unlawful.
Audits by the Court of Accounts and the Interior Ministry also flagged failures in oversight, including the absence of performance reports between 2012 and 2016. Prosecutors accused officials of tailoring tender conditions to the company’s advantage and ignoring financial penalties for noncompliance. All three suspects are currently held in Ain Sebaa prison.
