Casablanca security authorities arrested a man on Tuesday on suspicion of fraud, forgery and the use of forged documents, as well as impersonating a person whose status is regulated by law, according to informed Hespress AR sources.

The suspect allegedly presented himself as a judge, based on preliminary information, the sources said.

The suspect remains under investigation as authorities work to establish the circumstances of the case, determine the nature of the alleged offenses and establish whether other people may be linked to the incidents under investigation.

At least three people have come forward claiming to be potential victims of fraud allegedly involving the suspect, according to information obtained by Hespress. Investigators are continuing to verify their accounts and determine the potential number of victims and the circumstances surrounding each case.

Hespress has obtained a forged document allegedly used by the suspect. The document is presented as a decision issued by Justice Minister Abdellatif Ouahbi, dated May 13, 2026, and numbered 389/2026. It purportedly appoints the suspect as a trial judge at the Ain Sebaa Criminal Court in Casablanca, effective Oct. 3, 2026. The document bears a signature attributed to the justice minister and a stamp bearing the name of the Justice Ministry.

The suspect also allegedly used photographs showing him wearing clothing suggesting membership in the judiciary, alongside the forged appointment document, according to the information available. Investigators are examining how the materials were produced, how they were used and for what purposes.

The document also contains a fundamental discrepancy with Morocco’s legal procedure for appointing judges: the justice minister does not have the authority to appoint judges or issue judicial appointment decisions.

Under Morocco’s constitutional and legal framework governing the judiciary, judges are appointed by King Mohammed VI, in his capacity as president of the Supreme Council of the Judicial Power, by royal decree following a proposal from the council.

The investigation is examining suspected forgery and use of forged documents, fraud and impersonation of a status regulated by law. The final legal characterization of the alleged acts will depend on the outcome of the investigation and decisions by the competent public prosecutor.
