The Speaker of the House of Representatives, Rachid Talbi Alami, announced Wednesday the reactivation of the thematic working group tasked with evaluating the Green Morocco Plan, putting an end to a prolonged period of stagnation.
Following a meeting chaired that morning by Talbi Alami, Abderrazzak Ahlouch was appointed to lead the newly reinstated group, succeeding Noureddine Mediane. Mediane’s departure follows a Constitutional Court ruling annulling the partial elections in Al Hoceïma, which led to the termination of his legislative mandate.
The group’s leadership was also finalized: Rachid Hammouni, head of the Progress and Socialism group (PPS), was named vice-president, while Abdessamad Haiker of the Justice and Development group (PJD) was appointed as secretary. Haiker will be assisted by Abderrahim Bouazza, representing the Authenticity and Modernity group (PAM).
Well-informed parliamentary sources indicate that the working group is scheduled to hold its first meeting early next week. The session will focus on setting the group’s methodology and operational framework, including data collection and field visits to key agricultural sectors.
The reorganization of this working group was approved by the Bureau of the House of Representatives in response to strong demands from both majority and opposition MPs. All parties agreed on the urgent need to resume the evaluation of the Green Morocco Plan—a strategic initiative for the country’s agricultural sector.
First launched in April 2008 by King Mohammed VI, the Green Morocco Plan aims to boost agricultural productivity, enhance export value, and improve water resource management. The need for a renewed assessment has been a priority since the group’s initial meetings in April and May 2022, which included the participation of former Agriculture Minister Mohammed Sadiki.
Talbi Alami emphasized that this evaluation is essential to the Parliament’s oversight role. It is expected to guide improvements in public policy and reinforce Morocco’s food and economic security. This renewed focus reflects a broader vision for a pragmatic and forward-looking development model.
