The government, in its meeting held Thursday, approved Draft Law No. 14.25 amending Law No. 47.06 on local taxation, following deliberations and revisions based on raised observations.
According to a statement by the Ministry in charge of relations with Parliament, this reform is part of a broader overhaul of the local tax system, aligned with the recommendations of the third National Tax Conference and the provisions of Framework Law No. 69.19 on tax reform.
The law aims to align urban land tax rates with infrastructure levels in affected areas and transfers responsibility for issuing and collecting residential and service taxes, as well as the professional tax, to the national tax authority, paving the way for the creation of regional and local tax administrations.
The Ministry also seeks to enhance the efficiency of tax collection by appointing local collectors and granting tax authorities access to taxpayer files previously held by the General Treasury.
In the same session, the government approved two decrees aimed at supporting small and medium-sized enterprises (SMEs), presented by Minister Delegate Karim Zaidan.
The first decree activates the special support scheme established under Framework Law No. 03.22 (Investment Charter), introducing three investment grants: one for permanent job creation, a territorial grant to reduce regional disparities, and a sector-specific grant for strategic industries.
The second decree reorganizes the Ministry of Investment to reinforce regional governance and better align with Morocco’s broader investment reform agenda.
Thhe government approved a decree to establish and regulate a new vocational institute for transport and logistics professions in Nouaceur. The institute will offer professional, technical, and specialized training to meet the sector’s labor needs.
The cabinet also ratified an extradition agreement with Malawi, signed in Laayoune in July 2024, aimed at strengthening judicial cooperation and combating cross-border crime.
Several senior appointments were confirmed in higher education and public administration, including new deans for universities in Fez and Meknes, and new directors within the General Secretariat of the Government.
