Minister Mezzour faces criticism over digitalization and offshoring policies

Hassan Haddad, a parliamentary advisor for the Independence party, questioned  Ghita Mezzour, Minister Delegate to the Head of Government in charge of Digitial Transition and Administrative Reform, about the dominance of major foreign companies in the offshoring services sector.

Haddad, during the weekly question session in the Council of Advisors, noted that these companies primarily transfer services abroad, while Moroccan firms merely execute orders in Europe and elsewhere.

He drew attention to the absence of leading national companies in offshoring, necessary for digital export.

Haddad highlighted how countries like India, Malaysia, the Philippines, and Thailand have established major global companies with specific policies, such as tax exemptions and industrial zones, to overcome business climate challenges.

The parliamentary advisor compared Morocco’s situation to India, stating that the former “primarily serves the interests of major firms, even the state incentives favor giants,” but they could also benefit small Moroccan businesses.

This could involve creating industrial zones tailored for smaller enterprises, which are unable to meet current requirements.”

For her part, Mezzour denied these claims, asserting the presence of significant national companies in the field, matching international standards.

She dismissed the idea of solely executing orders, highlighting Moroccan companies’ global market expansion, and service enhancement, including call centers, AI, and more.

Mezzour highlighted record-breaking 2023 transactions, with 17.9 billion MAD, boosting Morocco’s African ranking. Also, agreements with Moroccan and international companies signed by the Ministry, she added, seek to create 17,000 jobs, investing 1.04 billion MAD in offshoring.

She additionally highlighted collaborations with the Ministry of Higher Education, Scientific Research, and Innovation to enhance digital competencies.

Responding to Haddad’s comparison with India, she noted “Morocco’s digital infrastructure and connectivity, along with quality links and tax incentives for investors.”
