Health Minister calls for dialogue with unions in light of crisis

The healthcare field is currently in turmoil, marked by protests from professionals, be they doctors, nurses, healthcare technicians, or even medical students. These players are vigorously denouncing the deplorable working conditions and lack of recognition, particularly with regard to hazard pay.

Faced with this tense situation, a representative informed Hespress that the Ministry of Health and Social Protection (MSPS) has issued an invitation to the health sector unions.

The aim is to invite them to the negotiating table as early as next week, in order to continue the dialogue on the demands of the various professional categories in this crucial field.

This invitation comes against a backdrop of persistent tension within the health sector, exacerbated by the demands of health professionals. Discontent is growing in parallel with demonstrations organized by national education employees against the provisions of the new basic scheme.

Younes Jouhari, a member of the Independent Nurses’ Union (SII), sees this as a crucial stage, saying, “If the Ministry of Health and Social Protection doesn’t respond to the demands our union has previously submitted to it, the street will become our only option.”

In a statement to Hespress, Jouahri pointed out that the union’s National Council had already set January as the date for demonstrations. The Ministry had until December to respond to the nurses’ demands.

The union is ready to suspend these protest measures if the Ministry responds favorably to their legitimate demands, he affirmed.

He also insisted that genuine reform of the health sector cannot be achieved without taking into account the human element as the essential pivot of this transformation. The union is calling for equity in compensation for professional risks, and a review of promotion conditions, explains the trade unionist.

He also warns against the shadow cast by the government’s negotiations with teachers on the nurses’ struggles, noting that this is prompting this category to keep up the pressure on demands already presented to the Ministry.

It is important to recall that recently, nurses and health technicians announced their preparation for an escalation because of the injustice they are suffering. The National Council of the Syndicat National des Infirmiers Indépendants (SII) recently met in Casablanca to discuss pay justice for nurses and health technicians.

During this session, in-depth discussions took place on the demands of nurses and healthcare technicians, who feel they have not benefited from government promises despite a substantial budget agreement in February 2022.

Fatim-Zahra Belline, a member of the SII’s communications committee, pointed out that although the government has issued several decrees, none has granted nurses and healthcare technicians a pay rise to date. She criticized the February 2022 budget agreement, claiming that it mainly benefited doctors and a restricted category of nurses.

She deplored the fact that 30,000 nurses and health technicians have received no financial benefits since the agreement, and insisted on the need for a fresh start for this category, as for doctors. She also denounced possible inequalities in the forthcoming decrees, particularly as regards the on-call bonus.

The nurse expressed the wish to reform decree 2.17.535 on the special status of the interministerial corps of nurses and health technicians, highlighting problems linked to compensation for professional risks.

Criticizing the creation of a commission by the Ministry of Health for a new statute, despite the categorical refusal of the profession, Belline pleaded for the decree to be returned to the dialogue table for complete reform.
