The Ministry of Justice announced that the national bar exam for 2023 will be retaken, after law students vehemently protested its results, and raised concerns of corruption, nepotism and wrongdoing.
The ministry decided, based on a communication from the prime minister following the recommendation of the mediator of the kingdom, to hold the exam on July 9 in the centers of Rabat, Casablanca, El Jadida, Fez, Marrakesh, Safi, Meknes, Agadir, Laayoune, Tangier, Tetouan, Settat, Beni Mellal, Oujda, Nador, Kenitra, Taza, Ouarzazate, Errachidia, Khouribga, Al-Hoceima, Guelmim, and other centers when necessary.
The Ministry of Justice indicated that two written exams will be conducted for the exam for granting a certificate of eligibility to practice the legal profession in the form of multiple-choice questions and answers, and another oral exam consisting of several questions.
This sudden announcement by the Ministry of Justice comes after the Head of Government Aziz Akhannouch received a special report from the head of the Kingdom Mediator Foundation, regarding the discussion about the eligibility exam to practice the legal profession, which included proposals and recommendations that formed the summary of the mediation that this institution conducted in this matter.
After receiving the report, the head of government decided to “deal positively with the recommendations and proposals made by the mediator of the kingdom, in full harmony with the attention that the government attaches to the various complaints of clients of public administrations received through the mediator of the kingdom.”
The announcement sparked anger among the bar associations in Morocco, which quickly announced the refusal to take an exam, until the exit of a national institute for lawyers and the amendment of the law regulating the practice of the legal profession.
It is known that the eligibility exam for lawyers that took place in December of last year sparked great controversy and widespread anger among those who passed it and failed, as they waged protests demanding the annulment of its results.
