Government Council withdraws criminal law from Parliament

Mustapha Baitas, the government’s official spokesman, announced this Thursday the government council withdrew the draft criminal law from parliament in light of new cases that require further consideration.

According to Baitas, the government’s withdrawal of the criminal law draft from Parliament is due to “the emergence of new issues that require reviewing its contents and making amendments to them.”

In the weekly press symposium following the government council, Baitas explained that withdrawing the project does not pose a legal problem, “because the constitution authorizes the government to withdraw draft laws in order to improve them and reconsider their requirements.”

The government council approved the draft decree on defining the list of traditional industry activities, according to which the list of traditional industry activities becomes a legal reference that defines the categories active in the sector in various crafts.

The list also constitutes a base for all individuals wishing to obtain the status of a traditional manufacturer, in order to register in the National Register of Handicrafts, to benefit from the privileges allocated by the state to the sector.

In addition, it will be a pivotal tool that helps to determine the categories of traditional craftsmen that will be covered by the social protection system.

In the transport and logistics sector, the Government Council approved the draft decree on defining the competencies of the guardianship ministry over the sector and the responsibilities and roles it assumes or is expected to move to in the future.

Mustapha Baitas additionally announced that the governing council approved the draft law related to the creation of the National Institute of Agricultural Research, to reformulate the missions of the institute in order to enhance its contribution in the field of training, value its research, and market its results.

The review of this law “would enable it to fully assume its role as a major national actor in the field of agricultural research, and enhance the necessary and motivating conditions for its users,” states a government statement.

The National Agricultural Research Institute will be charged with conducting scientific, technical, and economic research aimed at the sustainable development of agriculture and livestock, and conducting exploratory studies related to the natural environment or related to improving plant or animal production.

The institute will also conduct experiments on new crops, carry out all experiments of agricultural nature, determine how to implement the results of the completed research, and house and manage the national collection of plant genetic resources, animal genetic resources, and microorganisms for food and agriculture, in accordance with Morocco’s international commitments in this field.
