Morocco’s proposed 2027 Finance Bill would allow traders and other informal business operators to register with tax authorities without facing retrospective tax claims for previous years of undeclared activity, reviving an incentive intended to bring more economic activity into the formal sector.

The measure would enable people registering for the first time under the professional tax system to declare their businesses without being pursued over earlier periods of operation, according to the explanatory memorandum accompanying the draft budget.

The provision has appeared in previous finance laws, but its proposed renewal would preserve a route to formalization for businesses that have continued operating outside the tax system.

Street vendors, market traders, mechanics, carpenters, painters and shopkeepers operating without formal registration could be among those concerned.

A representative of Casablanca’s Derb Omar traders’ association told Hespress that informal activity extends beyond street vending to established businesses that have never declared their operations or registered with the National Social Security Fund (CNSS).

Some operate from permanent premises, while others sell merchandise from carts, trucks or temporary stalls in major commercial districts, including Derb Omar, Garage Allal and Korea.

The representative cited previous estimates of approximately 25,000 street vendors in these commercial areas, although the figures were not presented as a current official census.

He urged operators to declare the nature and location of their activities, stressing that registration under the proposed measure would not trigger claims for taxes relating to their previous years outside the formal system.

The exemption concerns retrospective tax treatment under the proposed registration arrangement. It does not automatically waive other legal obligations or settle questions concerning commercial premises, licensing and social security registration.

Morocco has previously introduced simplified mechanisms to encourage small operators to formalize their activities, including the auto-entrepreneur framework established in 2014.

That system initially applied simplified turnover-based tax rates of 1% for commercial activities and 2% for services, although subsequent reforms have changed aspects of its taxation.

The renewed proposal reflects a continued reliance on voluntary registration incentives to broaden the tax base, rather than pursuing informal operators solely through enforcement.
