Morocco’s Direct Social Support Program has paid out MAD 71 billion to more than four million families since it was launched in December 2023.
According to a report on public institutions and state-owned enterprises accompanying the 2027 Finance Bill, the program covered 5.77 million children and 1.83 million older people by the end of September 2026.
More than half of the beneficiaries (62%) live in rural areas, the report added.
The program is expected to cost around MAD 29.19 billion a year between 2027 and 2029.
The government plans to increase the minimum monthly direct aid payment from MAD 500 to MAD 600 starting January 1, 2027, before gradually raising it to MAD 1,000.
The increase is expected to cost the government MAD 3 billion, according to Economy and Finance Minister Fouzi Lekjaa.
He stressed that “direct aid is a right for families in need” and “would not be conditional on whether one or more family members are employed.”
The government also plans to shift gradually from using a socioeconomic index to assess eligibility to a system based on families’ actual income, saying that the change would help prevent families from losing assistance because of exceptional spending, such as buying a phone or bicycle.
The social aid program is managed by the National Agency for Social Support, which is also responsible for any other social support schemes assigned to it by the government.
In 2025, the agency continued preparing the systems needed to manage the program. For 2027 and 2028, it plans to improve the program’s information system, increase its capacity, and strengthen its security.
The agency also plans to introduce special financial aid for orphaned and abandoned children living in social care institutions, in coordination with the relevant parties.
