Morocco’s average monthly net salary in the public sector reached MAD 10,732 in 2026, an increase of 39.38% over the past decade, according to a government report accompanying the 2027 Finance Bill.
The average rose from MAD 7,700 in 2016, representing annual growth of approximately 3.38%, driven by salary increases negotiated through social dialogue and promotions within the civil service.
However, the figures show substantial disparities between public sector employees.
Staff in lower administrative grades earned an average of MAD 5,994 monthly, compared with MAD 7,343 for intermediate grades and MAD 12,725 for senior civil servants and executives.
The report found that 36.86% of civilian government employees received net monthly salaries of MAD 8,000 or less, while 43.6% earned between MAD 8,000 and MAD 14,000.
Only 5.09% received more than MAD 20,000 monthly.
The minimum net salary in the public sector also increased from MAD 3,000 in 2016 to MAD 4,500 in 2026, following successive government decisions under social dialogue agreements.
The reported increases are nominal and do not account for inflation, meaning they do not directly measure changes in employees’ purchasing power.
