Moroccan courts issued 2,605 alternative sentencing rulings by mid-April 2026, helping reduce pressure on the country’s prisons by securing the release of 1,578 inmates and preventing 90 others from being incarcerated, according to official figures.
Daily fines accounted for the largest share of alternative penalties, with 1,075 rulings, followed by 1,027 community service sentences. Another 483 cases involved restrictions on rights, supervisory, treatment or rehabilitation measures, while electronic monitoring was used in just 20 cases.
Authorities said the rollout of the alternative sentencing system has eased overcrowding in correctional facilities, allowing better conditions for rehabilitation and reintegration programmes.
The official assessment said expanding mediation and restorative justice, while widening eligibility under clear legal safeguards, would strengthen the system and help reduce repeat offending.
It also identified challenges, including monitoring compliance with court orders, dealing with non-compliance and the limited use of electronic monitoring, calling for stronger technical infrastructure and coordination between institutions.
