A Moroccan citizen was found dead near a hospital on Zawiya Street in Tripoli, Libya, Hespress Arabic reported, citing an informed source. The body showed signs of beating and assault, the source said.
The victim was from Ksar El Kebir. He was registered with Morocco’s consulate in Tripoli and had previously applied in person for a laissez-passer to return home, according to the source.
“The consulate received a call from the deceased’s son, residing in Italy, asking about his father’s situation after a photo initially said to be of an unidentified body circulated. Following this, a representative was sent to verify the matter, and it was found that the deceased was registered with the consulate’s services, and had previously appeared in person to obtain a laissez-passer to return to the homeland,” the source said to Hespress Arabic.
“The body bore traces of blood, and the preliminary medical report indicates a criminal suspicion related to strangulation by an instrument, confirming that the death was not natural,” the source said to Hespress Arabic. “The relevant Libyan authorities, represented by the public prosecution, have begun a thorough investigation into the incident.”
“The relevant services will begin the procedures for transferring the body once the investigations are completed and the necessary permits are obtained,” the source said to Hespress Arabic, adding that the ministry was also informed that the family could not bear the costs, so the repatriation will take place at the expense of the Moroccan government following preliminary approval granted due to the deceased’s difficult social circumstances.
“The deceased had previously been detained by the internal security apparatus as part of the fight against illegal immigration, before managing to escape from a migrant detention center with the help of another person, though those involved in his killing remain unknown to this day,” the source said to Hespress Arabic. “The consulate is following the investigation being conducted by the public prosecution and Libya’s Justice Ministry, and awaits the investigation file and official report to identify the body and facilitate its handover and return to Morocco.”
A forensic report from Libya’s Justice Ministry, reviewed by Hespress Arabic, found compression marks on the front of the neck, a fractured thyroid cartilage, bruising on the right shoulder and back, and internal hemorrhaging. The report concluded the cause of death was strangulation with a rigid, flexible object.
The consulate also said it regularly coordinates with Libya’s interior ministry on deportations of undocumented migrants from official detention centers, with two groups deported and a third of around 100 people pending.
