Morocco’s Ministry of Endowments and Islamic Affairs has launched a tender to equip dozens of mosques in the Rabat-Salé-Kénitra region with solar-powered water-heating systems as part of the kingdom’s energy efficiency program for religious sites.

According to the tender documents, the project involves supplying and installing solar water heaters with maximum capacities of 200 and 300 liters, alongside 1,107 water-saving devices. The initiative will cover 20 mosques in Rabat, 28 in Salé, and 20 in Kénitra province. In total, the plan calls for 45 solar heaters of 200 liters and 58 units of 300 liters.

The ministry specified that all equipment should be locally manufactured whenever possible, with foreign-made materials permitted only if domestic production is unavailable. Contractors will be required to secure all necessary import authorizations and will face penalties for missing project deadlines, according to the bid notice.

The tender also included strict anti-corruption clauses, prohibiting suppliers from engaging in bribery, collusion, or fraudulent practices during any stage of the contract’s execution. Bids are set to be opened on Aug. 18, 2025.

The project forms part of Morocco’s ongoing mosque energy efficiency program, which has already equipped 6,522 mosques nationwide with energy-saving solutions. Minister Ahmed Toufiq told Parliament in June that studies are underway to extend the program to 1,704 additional mosques by the end of 2025. The initiative aims to cut energy consumption in public facilities by 20 percent by 2030.

Toufiq said the program focuses on providing mosques with low-consumption lighting, solar water heaters, and photovoltaic systems to generate electricity, as part of the kingdom’s broader strategy to promote renewable energy and reduce utility costs in public spaces.
