Gabon will limit international scholarships starting the 2025-2026 academic year to strategic sectors and cost-effective destinations, notably Morocco and Senegal, according to the National Agency for Scholarships .

The move follows President Brice Clotaire Oligui Nguema’s directive to align education spending with national development goals and curb brain drain.

Scholarships will be restricted to fields such as agronomy, digital technologies, specialized medicine, renewable energy, and raw material processing.

The ANBG cited cost disparities, noting Morocco and Senegal offer significantly lower per-student expenses than France, Canada, or the US.

“Those who go to the US or Canada never return,” said President Nguema, highlighting retention concerns.

The measure is part of a structural shift in Gabon’s higher education policy. The ANBG emphasized that Morocco, praised for its educational quality and cultural proximity, will serve as a key academic partner under South-South cooperation.
