Morocco’s House of Representatives passed Bill No. 35.25 establishing “Morocco 2030,” a public-interest institution tasked with coordinating national preparations for the 2030 FIFA World Cup.

The bill was approved Tuesday with 112 votes in favor and just one against, signaling broad political consensus around the need for a dedicated organizing body ahead of the global tournament, which Morocco will co-host.

The new entity, based in Rabat, will operate as a non-profit with legal personality and financial autonomy.

It will be chaired by the head of the 2030 World Cup Committee, supported by a general director, and structured through an executive board, a consultative council, and a territorial management committee led by the interior minister.

According to budget minister delegate Faouzi Lekjaa, the foundation will be responsible for ensuring inter-agency coordination, tracking institutional commitments under FIFA requirements, and providing logistical and financial support across all levels of preparation.

The bill drew strong backing from both majority and opposition MPs, who stressed the strategic importance of laying robust institutional and legal groundwork to facilitate Morocco’s organization of major sporting events.

Lawmakers from the RNI, PAM, Istiqlal, Socialist Union, PPS, and Haraki parties all voiced support for the measure.

Lekjaa also confirmed the removal of the word “state” from Article 2 of the bill to avoid legal ambiguity over the foundation’s obligations, ensuring its autonomy under Moroccan law.

The bill was fast-tracked through legislative channels, receiving unanimous approval in the parliamentary Education and Culture Committee last Friday, then cleared in one plenary session, a sign of the government’s intent to finalize the legal framework before the close of the current spring session.
