Interior Minister Abdelouafi Laftit announced Monday a sweeping national urban bus reform program (2025–2029) that will cover 84 cities and urban clusters across Morocco.
With a total investment of 11 billion dirhams, the program aims to modernize public transport infrastructure and operations.
Key components include the purchase of 3,746 buses, advanced ticketing systems, passenger information platforms, and the construction of depots and maintenance centers.
The program introduces a new operational model that separates investment from management, using digital platforms to monitor contract performance.
Implementation will unfold in three phases, beginning with 23 cities, including Marrakech, Tangier, and Agadir. So far, contracts have been awarded for 968 buses, with additional tenders underway.
Funding will be split between regional governments and the Urban Transport Reform Support Fund, whose annual budget will increase from 2 to 3 billion dirhams. The program is positioned as a decisive break from past inefficiencies.
