European lobbying groups have intensified their campaign against Moroccan phosphate exports, alleging that fertilizers imported from the North African nation contain naturally high levels of cadmium, a heavy metal deemed harmful to health.

A recent report aired by French broadcaster M6, titled “Bread, Fruits, Vegetables: Revelations on a New Scandal,” accused Morocco’s phosphate-based fertilizers of exceeding acceptable cadmium levels. The report, however, has drawn criticism for lacking factual evidence and relying on contested claims.

According to industry sources, Moroccan fertilizers comply with stringent European regulations. The EU’s 2019/1009 regulation, enacted in 2022, limits cadmium content in fertilizers to 60 milligrams per kilogram of P2O5. Morocco has further reduced cadmium levels to below 20 mg/kg as of January 2025, exceeding EU requirements.

The sources also noted that Moroccan fertilizers meet the criteria for the EU’s “low cadmium” label and align with recommendations by the French Agency for Food, Environmental and Occupational Health & Safety (ANSES). The claims of excessively high cadmium levels, they argue, are factually inaccurate.

Morocco has heavily invested in ensuring its phosphate products adhere to international standards, supporting sustainable agriculture and global food security. These efforts include advanced decadmium technology to minimize environmental and health risks.

The report is seen by many as part of a larger effort by European lobbying groups to undermine Morocco’s position as a leading global exporter of phosphates and fertilizers. Observers suggest that these campaigns are driven by economic interests aiming to favor competing producers within Europe.

Morocco remains committed to providing high-quality fertilizers to international markets while maintaining compliance with evolving regulatory frameworks.
