Morocco's 2025 finance bill eyes investment in university hospital centers

A report released alongside the 2025 finance bill highlights significant advancements in the University Hospital Centers (CHU) across Morocco.

In alignment with royal directives aimed at enhancing healthcare access and quality for all citizens, the country is undergoing a comprehensive reform of its health system. This initiative focuses on modernizing infrastructure, establishing new governance bodies, and investing heavily in the public hospital sector.

Notably, 2023 marked a milestone with the inauguration of the CHU in Tangier on April 28, attended by King Mohammed VI. This facility aims to meet the region’s demand for high-quality healthcare. The CHU in Agadir is nearing completion and is set to open in 2024, with additional CHUs planned in Laâyoune, Errachidia, Guelmim, and Béni Mellal to expand specialized care nationwide.

In Rabat, construction of the new Ibn Sina hospital is progressing rapidly. Scheduled to be completed in 2026, this facility will become Morocco’s largest university hospital, covering 13 hectares and requiring an estimated investment of nearly 6 billion dirhams. The CHU will feature a general hospital with 1,044 beds and will incorporate innovative medical technologies.

To support this reform, several new governance entities have been established, including Territorial Health Groupings for regional healthcare management, the Superior Health Authority, the National Agency for Medicines and Health Products, and the Moroccan Blood Agency.

The report also emphasizes Morocco’s push towards digitalizing its hospital sector, with a commitment of 2.1 billion dirhams to develop a centralized medical record system aimed at improving patient care tracking.

In 2023, investments made by the CHUs totaled 488 million dirhams. The budget for 2024 is estimated at 507 million dirhams, with 51 million already invested as of June 2024 and an additional 350 million expected. Projections indicate investments of 702 million dirhams for 2025, 781 million for 2026, and 729 million for 2027.
