Algeria’s decision to reinstate visas on Moroccans, 'neither surprising nor out of the ordinary'

On September 26, Algeria announced the immediate reinstatement of visa requirements for all foreign nationals holding Moroccan passports. In a statement, Algeria’s Ministry of Foreign Affairs cited concerns that the previously established visa-free arrangement was being exploited to “undermine Algeria’s stability and national security.”

The ministry identified various threats as justification for this decision, including organized crime, drug and human trafficking, smuggling, illegal immigration, espionage, and the potential entry of foreign intelligence agents using Moroccan passports.

Political analyst Mohammed Chakir described the move as “not surprising nor out of the ordinary.” He noted that it aligns with Algeria’s broader strategy since severing diplomatic relations with Morocco in 2021, which also included closing its airspace to all Moroccan civil and military aircraft.

Chakir suggested that the reinstatement of the visa system follows a series of “setbacks” for Algeria, particularly in light of France’s recent stance on the Western Sahara issue.

He emphasized that this decision is relatively minor compared to the significant diplomatic severance in 2021 and serves to demonstrate Algeria’s capacity for making “bold decisions.”

This development holds particular significance within the context of Algerian domestic politics, where, following recent elections, there is competition among political factions to adopt a tough stance toward Morocco, perceived as the principal adversary in Algeria’s political and military doctrine.

Chakir also noted that the impact on Moroccans wishing to travel to Algeria is likely to be minimal, as many are already familiar with the challenges of navigating this process.

He explained that Moroccans often travel through neighboring countries like Tunisia or even France to reach Algeria, given that the land border has been closed since 1994.

Regarding a potential response from Morocco, Chakir believes that while diplomatic norms typically call for reciprocal measures, Morocco is unlikely to retaliate.

“Morocco will probably ignore this move,” he stated, pointing out that the kingdom’s diplomatic strategy has long adhered to an “open hand” policy, as articulated by King Mohammed VI during a speech on Throne Day in 2022.
