The Minister Delegate for Relations with Parliament, Government Spokesman, Mustapha Baitas announced on Thursday that his ministry is working on the development of a new draft decree to ensure transparency and monitoring of the granting of public subsidies for all civil society associations in need of support.
Responding to questions from journalists during the press briefing held on Thursday, November 23, at the end of the meeting of the Government Council, Mustapha Baitas indicated that his ministry published last Friday a report covering a three-year period (2019, 2020, 2021) on the partnership between the State and civil society associations. This report includes 28 government sectors, about 70 companies and public institutions, a private account and two independently operating institutions.
He pointed out that the cost of public subsidies to associations during these three years amounts to about 12 billion dirhams. “This figure should be increased in the future, because civil society is, according to the Constitution, an essential partner of the State in various areas, while maintaining its independence from the State, a principle enshrined in the Constitution,” said the Minister.
Regarding the legal framework governing the partnership between civil society and the State, he mentioned that it is defined by a decree of the Head of Government that has become obsolete. Baitas thus indicated that the Ministry responsible for relations with Parliament is currently working on a decree with greater legal force, clarifying the conditions and modalities of access to this support, giving the State the opportunity to monitor and evaluate the implementation of this support in the future.
According to the spokesman, the new decree addresses two types of subsidies, the one granted through calls for tenders with an amount exceeding 50,000 dirhams, and the one with an amount of less than 50,000 dirhams, resulting from agreements between civil society associations and the sectors concerned.
He explains in particular that “the new provisions are primarily intended to impose the publication of all calls for tenders via a unified platform to guarantee equal access to public support. Second, all associations should be able to apply for a public grant by submitting their applications electronically. Third, the sector that deals with the subsidy must provide supervision. Fourth, the sectors must provide multi-year prospective programs concerning the amounts of grants allocated. ”
To close, Baitas noted that the draft decree is currently in the process of approval.
