Study shows private clinics are more dominant in Morocco's healthcare services

Private clinics have a significant share of the healthcare market in Morocco. Of 613 establishments, 389 are private clinics, representing 63 percent of the total share, said the Competition Council.

According to a report issued by the Council, private clinics provide a third of the national clinical capacity allocated for hospitalization, as the pace of investment in this sector accelerated, following the issuance of Law No. 131.13, which made it possible to open its capital outside doctors.

With regard to medical consumption, private clinics constitute the first destination for expenses incurred within the framework of the compulsory disease insurance system.

The Competition Council observed that the distribution of private clinics in Morocco is uneven and unbalanced, with five regions controlling 79 percent of private clinics, and 82 percent of beds available in the private sector. Casablanca-Settat, Rabat-Salé-Kenitra, Tangier-Tetouan-Al Hoceima, Fez-Meknes, and Marrakesh-Safi. In the five regions, the private sector contains 25 to 50 percent of the clinical capacity of the entire nation.

On the other hand, the south and southeast regions constantly suffer from a shortage of these hospital facilities.

The council said that the market for medical care provided by private clinics is shrouded in mystery. Despite its importance in offering treatments, it is not subject to regular tracking by public authorities.

The Council also observed the absence of a legal framework for private clinics, as the current legal requirements related to this field remain dispersed in numerous legislative and regulatory texts, and public authorities consider private clinics to be a simple component of the national health system.

Morocco does not have an administrative body or structure (Agency, department, or directorate) affiliated to the Ministry of Health and Social Protection, specialized in tracking and promoting private clinics and collecting information related to them.

In order to fill this void, the Competition Council revealed that it had to resort to conducting a field investigation carried out by a studies office, with the aim of collecting information related to the structure of this market and the costs of private clinics.
