After the National Rally of Independents won the September 8 legislative elections, Aziz Akhannouch, secretary-general of the RNI was appointed by King Mohammed VI as head of government.
The RNI also scored the majority of seats in Agadir’s communal elections that took place on the same day, making Akhannouch president of the council of the city, in addition to being appointed Premier.
“Article 32 of organic law 065.13 related to the organization and conduct of government work as well as the status of its members, stipulates incompatibility with the government function, in case of presiding over more than one council, including the professional chamber, municipal council, a provincial council or a municipal district council,” constitutional and public law professor Samir Oulkadi told Hespress English today.
The professor explained that the law doesn’t prohibit combining both functions (head of government and mayor of Agadir), but touches on combining leadership of many councils in addition to holding a position in government.
“Being the chief of government and Mayor of only one council is possible, which is the case for Aziz Akhannouch,” he concluded.
Aziz Akhannouch was appointed by King Mohammed VI as head of government and tasked with forming the next government.
The RNI’s list in the communal elections in Agadir won 29 seats, followed by the Authenticity and Modernity Party with 6 seats, and the Justice and Development Party with 5 seats.
