Morocco’s draft 2027 Finance Bill proposes extensive tax and customs exemptions for FIFA and its partners ahead of the 2030 World Cup, as the government projects more than 840,000 jobs and an annual economic growth contribution of 1.65 percentage points from tournament-related investment.

Minister of Economy and Finance Fouzi Lekjaa presented the measures Tuesday during detailed parliamentary discussions on the budget, outlining the costs, infrastructure commitments and projected economic benefits of hosting the tournament.

FIFA exemptions and financial commitments

Under the proposed arrangements, host countries would finance infrastructure and training, while FIFA would cover tournament operations, staffing and logistics and collect revenue from ticketing, broadcasting, hospitality and marketing.

Temporary exemptions would cover corporate income tax, value-added tax, withholding taxes, registration duties and certain other charges for FIFA, participating associations, broadcasters and designated service providers.

The measures would take effect between January 2027 and January 2029, depending on the beneficiary, and expire between December 2031 and December 2032.A separate permanent exemption would apply to the tournament’s social legacy fund.

Customs exemptions would also cover imported goods and equipment used by eligible organizations.

Six host cities and major infrastructure projects

Morocco has proposed Agadir, Casablanca, Fez, Marrakech, Rabat and Tangier as host cities, alongside more than 30 team base camps nationwide.

Infrastructure plans include extending the high-speed railway from Kenitra to Marrakech over 430 kilometers, expanding Casablanca’s airport and upgrading airports in four other cities.

Road projects include a new Rabat-Casablanca motorway and improved stadium access.

The 115,000-seat Hassan II Stadium in Benslimane is among the major sports infrastructure projects.

Government projects 840,000 jobs

Lekjaa presented economic simulations projecting a cumulative 21.2% increase in investment between 2023 and 2030 and an additional 1.65 percentage points in annual GDP growth.

The projections include more than 840,000 jobs, with construction accounting for 52%.

Tourism targets include 26 million visitors by 2030, tourism receipts exceeding MAD 156 billion and more than 150,000 additional jobs.
