Morocco plans to introduce financial support for families moving from welfare into formal employment while expanding hospitals and transport infrastructure, according to a Finance Ministry report outlining priorities for the 2027 budget bill.

The report on budget execution and the macroeconomic framework sets out measures to sustain health insurance and direct social assistance, alongside incentives for private investment and small businesses.

Helping welfare recipients enter work

One proposed measure would provide a one-time payment to households that lose eligibility for direct social assistance because the household head or a spouse registers with the private-sector social security system.

The payment would help families make the transition from receiving benefits to formal employment. The National Social Support Agency would also help beneficiaries enter the workforce through measures including job-search and childcare grants, with mechanisms to monitor their impact.

These proposals accompany continued efforts to expand compulsory health insurance and secure sustainable financing for social protection.

Expanding hospitals and lowering medicine costs

University hospitals in Laayoune and Rabat are scheduled to enter service by the end of 2026, while construction would continue on facilities in Beni Mellal, Guelmim and Errachidia.

The plans also include rebuilding a university hospital in Casablanca and the regional hospital in Agadir, alongside renovations at 90 hospitals.

Regional health groups would launch in Casablanca-Settat, Rabat-Salé-Kenitra, Fez-Meknes, Souss-Massa and Laayoune-Sakia El Hamra, building on the experience of Tangier-Tetouan-Al Hoceima.

The government also plans to expand integrated hospital information systems and establish a national agency for healthcare digitalization. Its staffing target is 45 health professionals per 10,000 residents by 2030.

Changes to pricing rules for locally manufactured and imported medicines could reduce insured patients’ annual costs by about 866 million dirhams, the ministry estimates. Compulsory health insurance expenditure could fall by a further 2 billion dirhams annually.

Extending rail and airport capacity

Transport investment would include the 430-kilometer extension of the high-speed railway from Kenitra to Marrakech and regional rail networks serving Casablanca-Settat, Rabat-Salé-Kenitra and Marrakech-Safi.

A planned station at Casablanca’s Mohammed V Airport would connect it to the high-speed network.

The Airports 2030 strategy targets capacity for 80 million passengers annually through expansion projects in Casablanca, Agadir, Fez, Marrakech and Tangier.

Road projects include the inland Rabat-Casablanca motorway, the Guercif-Nador motorway, the Ain Aouda-Oued Zem expressway and connections serving Nador West Med port.

Widening access to business support

The ministry plans to accelerate support for micro, small and medium-sized businesses through suitable loans and guarantees, a national credit-scoring system and assistance throughout their development.

Investment Charter implementation would prioritize job creation, exports, production replacing imports and a more balanced geographical distribution of investment.

Proposed procurement changes would raise the annual ceiling for services commissioned through purchase orders from 500,000 to 800,000 dirhams. The ceiling for simplified open tenders would increase from 1 million to 1.5 million dirhams.

The measures are intended to widen businesses’ access to public contracts, alongside financing support aimed at helping smaller companies invest, develop their operations and compete for opportunities generated by public spending.
