Morocco will begin delivering polling-station notices to voters on Monday and open an online proxy-voting platform for citizens living abroad ahead of the September 23 parliamentary election, the Interior Ministry said Sunday.
The election will fill all 395 seats. Local authorities will distribute the written notices until 6 p.m. on September 22. Each notice identifies the voter’s polling station and lists the date and opening and closing times of voting.
Receiving or presenting the notice is not a condition for voting. Registered voters need only show their national identity card at the polling station, the ministry said.
The proxy platform for Moroccans abroad will operate from August 24 until noon on September 22 through elections.ma and listeselectorales.ma.
Under Article 72 of Organic Law 27.11, Moroccans registered on the general electoral rolls but residing abroad may appoint another registered voter in Morocco to cast a ballot for them.
Applicants must enter their name, national identity card number, consular registration number, Moroccan municipality or district of electoral registration and address. They must also provide the proxy voter’s name, identity card number and address.
The overseas voter must personally confirm the information, download the completed authorization and send it by email or regular mail to the chosen proxy.
On election day, the proxy must present the authorization and their national identity card at the polling station assigned to the overseas voter. A person may act as proxy for only one Moroccan voter living abroad.
The digital procedure was added through Organic Law 53.25, which amended the House of Representatives election law ahead of the 2026 vote.
Polling will run from 8 a.m. to 7 p.m. on September 23. Voters will cast choices for both their local and regional House of Representatives contests on a single ballot paper.
