The Vatican has entrusted veteran Spanish missionary Monsignor Mario Leon Dorado with the temporary leadership of the Archdiocese of Rabat after Cardinal Cristobal Lopez Romero stepped aside while the Catholic Church investigates allegations of inappropriate behavior involving adult women.

Leon Dorado, a member of the Missionary Oblates of Mary Immaculate (OMI), was appointed apostolic administrator of the Archdiocese of Rabat in early August, giving him full authority to govern one of North Africa’s most prominent Catholic dioceses during the ongoing Vatican investigation.

While the Holy See has yet to issue a formal announcement, the appointment was confirmed by the Missionary Oblates of Mary Immaculate, which said Pope Leo XIV had entrusted Leon Dorado with leading the local Church in Rabat “in communion with and at the discretion of the Holy See.”

A longtime missionary in Morocco

Although he is assuming one of the Catholic Church’s most sensitive leadership roles, Leon Dorado is no stranger to Morocco.

The Spanish priest has spent nearly 25 years serving in the country’s southern provinces, primarily within the Apostolic Prefecture of Laayoune-Sahara, the Catholic jurisdiction covering Morocco’s southern provinces.

His ministry has focused on serving the region’s small Catholic community, composed largely of expatriates, foreign workers, and migrants rather than Moroccan Christians.

Before his latest appointment, Leon Dorado served as apostolic prefect of Laayoune-Sahara, overseeing pastoral activities across the vast territory. As a member of the Missionary Oblates of Mary Immaculate, a congregation known for serving remote and underserved communities, he has carried out much of his ministry away from the public spotlight.

Temporary leadership during investigation

Leon Dorado assumes leadership of the Archdiocese under the canonical role of apostolic administrator sede plena, a rare arrangement that allows an archbishop to remain in office while another cleric temporarily exercises full governing authority because the bishop is unable to carry out his responsibilities.

Cardinal Lopez Romero announced in July that he would step back from all public and pastoral duties after the Vatican opened a preliminary investigation into allegations of inappropriate conduct involving adult women.

The cardinal has repeatedly denied any wrongdoing, saying he is fully cooperating with the Holy See’s investigation and insisting he has not committed assault, violence, or sexual harassment.

The allegations became public after several women accused Lopez Romero of sexual violence and inappropriate behavior. According to media reports, at least five women have come forward with accusations.

Moroccan authorities have said, however, that no criminal complaint has been filed with the country’s judicial system. The matter remains an internal Church investigation being conducted by the Vatican.
