Tamwilcom Backs €250M EBRD Financing for Morocco’s ONEE Water Infrastructure

Moroccan financial guarantor Tamwilcom and the National Office of Electricity and Potable Water (ONEE) have signed a guarantee agreement covering a €250 million loan granted by the European Bank for Reconstruction and Development (EBRD) to ONEE’s Water Branch.

The deal, signed in Rabat, represents the first concrete rollout of the partnership agreement concluded on June 6 in Latvia between the BERD and Tamwilcom, the latter said in a statement.

Under the terms of the agreement, Tamwilcom will provide a financial guarantee for the loan on behalf of ONEE, marking the first EBRD financing in Morocco to be backed by a Tamwilcom guarantee.

The funding will support ONEE’s investment program to improve the efficiency, resilience, and sustainability of Morocco’s drinking water production infrastructure, reinforcing national water security and climate change adaptation efforts.

“This agreement confirms Tamwilcom’s role as a lever for mobilizing external resources for national priorities, under the auspices of the Ministry of Economy and Finance,” said Said Jabrani, Director General of Tamwilcom.

“We aim to establish this first operation within a lasting cooperation with the EBRD and continue together to mobilize financing in service of Morocco’s development.”

Through the transaction, Tamwilcom reaffirmed its core mandate of deploying guarantee mechanisms to support key public infrastructure projects, facilitating access for state-owned entities to external financial resources tailored to their investment needs.
