The European Investment Bank (EIB) has highlighted Morocco as one of its flagship projects under its 2024–2027 Strategic Roadmap, citing a €300 million financing package to modernize the country’s motorway network and improve its resilience to climate change.
The project appears in the bank’s newly published midterm report, which showcases major initiatives implemented between 2024 and May 2026.
The Moroccan operation falls under the EIB Group’s global operations portfolio, specifically its financing support for countries in the European Union’s neighborhood.
According to the report, the entire €300 million financing package is dedicated to upgrading Morocco’s national motorway network, with the aim of making transport infrastructure more resilient to climate-related risks.
The EIB said the investment reflects its broader strategy of strengthening partnerships across North Africa and the Middle East by supporting climate resilience, green transition initiatives, water infrastructure and private sector development.
The report also outlines the progress the institution has made in aligning its financing activities with eight strategic priorities linked to the European Union’s political agenda.
It states that the EIB Group, the EU’s financing arm and a multilateral development bank, has increased its strategic focus and operational flexibility to deliver greater impact amid geopolitical tensions and global economic uncertainty.
The publication comes days after EIB Group President Nadia Calviño made her first official visit to Morocco since taking office.
During the visit, Moroccan authorities and the European Investment Bank signed financing agreements worth €365 million to support projects led by Morocco’s National Railway Office (ONCF) and the National Motorway Company of Morocco (ADM).
The agreements are intended to strengthen the resilience and security of Morocco’s road and railway networks while improving connectivity and supporting economic development across the country, according to the partners.
