The European Investment Bank agreed to provide Morocco with €350 million in loans for railway rehabilitation and motorway upgrades during EIB President Nadia Calviño’s first official visit to the kingdom.
The financing package, signed in Rabat on Tuesday, also includes a €15 million European Union grant, bringing the combined loans and grants announced for the two transport projects to €365 million.
Morocco’s National Railways Office will receive a €50 million EIB loan and the €15 million EU grant to rehabilitate railway infrastructure and improve the safety and reliability of the national network.
The National Motorway Company will receive a separate €300 million loan for a programme intended to strengthen motorway resilience and improve the network’s ability to withstand climate-related and operational risks.
Moroccan Economy and Finance Minister Nadia Fettah said the agreements reflected the strength of the kingdom’s partnership with the European lender and its continued support for major infrastructure projects.
She urged the bank to expand financing in areas including water scarcity, reconstruction in regions affected by natural disasters, private-sector development and investment capable of creating sustainable employment.
Calviño described Morocco as a central partner for the EIB in the region and said the bank intended to support further projects in sustainable infrastructure, renewable energy and water management.
She also identified innovation, small and medium-sized businesses, education and social programmes as areas for potential cooperation.
The two officials reviewed projects currently under consideration and possible agreements expected later in 2026.
They also discussed cooperation under the European Union’s Mediterranean Pact and the broader EU-Morocco partnership, with a focus on energy transition, sustainable water management, infrastructure and private investment.
The EIB has financed projects in Morocco for nearly five decades and has maintained a permanent representation in Rabat for 20 years.
