Rwanda has formally requested Morocco’s support for the re-election of former Rwandan foreign minister Louise Mushikiwabo as secretary-general of the International Organisation of La Francophonie, Rwanda’s foreign minister said Thursday during a visit to Rabat.

Rwandan Foreign Minister Olivier Jean Patrick Nduhungirehe said he delivered a message from President Paul Kagameto King Mohammed VI requesting Morocco’s backing for Mushikiwabo’s candidacy.

“I am here in Rabat as a special envoy of the president of the Republic of Rwanda, carrying a message addressed to His Majesty King Mohammed VI seeking his valuable support for Louise Mushikiwabo’s candidacy for secretary-general of the International Organisation of La Francophonie,” Nduhungirehe said during a joint press conference alongside Moroccan Foreign Minister Nasser Bourita.

The Rwandan minister added that the visit also provided an opportunity to discuss bilateral relations and ways to strengthen cooperation between the two countries through upcoming diplomatic engagements and meetings in the coming months.

“We also took the opportunity to discuss regional and international issues of importance to our two countries,” Nduhungirehe said, adding that both countries’ leaders share “the same pragmatic will” to deepen bilateral ties and advance African interests.

Nduhungirehe also highlighted his participation in a meeting on peacekeeping in the Francophone world, co-organized in Rabat by Morocco, France and the Francophonie organization.

The International Organisation of La Francophonie was founded in the 1970s as a framework bringing together French-speaking countries and communities. Over time, it evolved beyond its linguistic and cultural role into a political and economic platform promoting peace, democracy, human rights, sustainable development and education, particularly across Africa, home to the world’s largest French-speaking population.

The secretary-general position serves as the organization’s top executive role and chief international representative, giving the officeholder growing political influence within global governance institutions, including the United Nations.

Louise Mushikiwabo has served as secretary-general of the Francophonie since 2019.
