Morocco’s draft 2027 Finance Bill will prioritize household purchasing power, social assistance, youth employment and regional development, including an allocation of MAD 25 billion to accelerate a new generation of integrated territorial development programs, according to a statement from the Royal Cabinet.

King Mohammed VI chaired a ministerial council at the Royal Palace in Rabat on Saturday to discuss and approve the general guidelines of the draft budget.

At the beginning of the meeting, the minister of economy, finance and public-sector performance presented the main provisions of the bill under Article 49 of the Constitution, against an international backdrop marked by rising geopolitical tensions, expanding protectionism and intensifying competition over energy, technology and financing.

Morocco’s economy is expected to grow by 4.7% by the end of 2026, while inflation is projected to remain at 0.7% and the budget deficit to narrow to 3% of gross domestic product, according to the presentation.

The draft Finance Bill is built around five main priorities, combining social support and economic development with efforts to strengthen the country’s strategic autonomy and preserve fiscal stability.

Purchasing power and social protection

The first priority is restoring household purchasing power and consolidating the foundations of the social state.

Beginning in 2027, the government plans to undertake structural reforms of markets and prices and introduce measures to support households. It also intends to continue expanding health coverage while ensuring the sustainability of its financing systems, increase direct social assistance and step up efforts to upgrade public healthcare and education.

Improving access to adequate housing through the direct housing support program is another component of the planned measures.

National youth program for 2027-2031

The second priority focuses on integrating young people into education, vocational training and decent employment through an integrated national program covering 2027-2031.

The initiative is expected to direct young people toward training and professional support programs while facilitating access to financing, guarantees and markets.

The Royal Cabinet said youth concerns were among the most urgent issues facing the country, requiring a shift away from fragmented sectoral programs toward a coordinated national policy that supports young people throughout their transition from education and training to employment and housing.

The stated objective is to improve young people’s economic and social stability.

MAD 25 billion for territorial development

The third priority is accelerating advanced regionalization and implementing a new generation of integrated territorial development programs.

The government plans to clarify and reorganize the responsibilities of regional authorities, strengthen coordination and contractual arrangements between the state and regions, and fully implement the administrative deconcentration charter.

In line with royal directives, MAD 25 billion will be allocated to accelerate the rollout of the new territorial development programs.

Water, energy, food and digital sovereignty

The fourth priority seeks to strengthen Morocco’s strategic sovereignty in water, energy, food and digital technologies.

Planned measures include improving water security, accelerating renewable energy development and continuing implementation of Morocco’s green hydrogen offer.

The government also intends to gradually implement its gas infrastructure roadmap while taking additional steps to safeguard food security and reinforce national digital sovereignty.

A stronger economy and private investment

The fifth priority is building an economy capable of financing Morocco’s social and strategic ambitions while accelerating institutional reforms and maintaining macroeconomic and financial stability.

The government aims to mobilize the resources needed to advance major development projects and sectoral strategies, alongside the development of new strategic industrial ecosystems.

The draft budget also places particular emphasis on private investment. Measures include reinforcing support mechanisms established under the Investment Charter, continuing reforms of Regional Investment Centers and providing targeted support to very small, small and medium-sized enterprises.

The proposed priorities seek to combine stronger purchasing power and expanded social protection with better opportunities for young people, faster regional development and greater economic sovereignty, while maintaining the kingdom’s fiscal balances.
