Morocco’s Exchange Office described 2024 as a year of reconciliation and trust, citing progress in balancing voluntary foreign asset disclosures with stricter oversight to combat financial crimes.
Its annual report recorded 664 declarations under the 2024 Foreign Assets and Liquidity Regularization Operation (ORS 2024), with a total value exceeding 2.03 billion dirhams.
Declared assets included 915.8 million dirhams in financial holdings, 866.2 million dirhams in real estate, and 244 million dirhams in cash. The operation generated 230.25 million dirhams in release fees transferred to the state treasury, which the office said reflected renewed confidence between authorities and foreign asset holders.
Meanwhile, the Exchange Office intensified its enforcement, referring 206 violation cases to the inspectorate in 2024, up from 178 the previous year, with proposed fines totaling 4.28 million dirhams. Overall, 2,469 audit cases were processed involving 53.4 billion dirhams in external transactions.
The report noted increased field investigations, 563 in 2024 versus 353 in 2023, focused on money laundering and terrorism financing.
The office also signed a framework agreement with the General Confederation of Moroccan Enterprises to simplify procedures and announced a new five-year strategy centered on “smart regulation” and transparency.
