Government approves decrees on family allowances, food oil standards, and self-power generation

Morocco’s government approved several draft decrees Thursday during its weekly Cabinet meeting chaired by Prime Minister Aziz Akhannouch, including measures on family benefits, food oil quality, and self-generated electricity regulation.

Economy and Finance Minister Nadia Fettah presented the first draft decree, No. 2.23.715, which amends the 2008 regulation setting family allowance levels paid by the National Social Security Fund (CNSS).

The measure fulfills a government pledge made under the April 30, 2022 social dialogue agreement with major labor unions to raise family allowances for the fourth, fifth, and sixth children to 100 dirhams ($9.70) per month.

The increase will apply retroactively from Jan. 1, 2023, aligning private-sector benefits with those already granted to public-sector employees.

Agriculture Minister Ahmed Bouari presented the second draft decree, No. 2.25.394, concerning the quality and safety of edible fats and vegetable oils marketed in Morocco. The new framework seeks to update existing regulations in line with international standards, ensuring product quality, consumer information, and fair trade practices in response to market developments.

The decree, based on Law No. 28.07 on food safety, defines edible oils and fats, regulates labeling and marketing, and sets rules for consumer transparency.

Energy Transition and Sustainable Development Minister Leila Benali introduced the third decree, No. 2.25.100, setting the conditions for establishing and operating self-generated electricity installations. The measure implements provisions of Law No. 82.21, which governs three regimes for self-generation: declaration, connection approval, and licensing.

The framework specifies procedures for declaring self-production facilities, conditions for grid connection, and the rules for approval, operation, and license withdrawal.

A separate decree, No. 2.25.01, concerning the review of surplus production limits for self-generated power plants, was postponed for discussion at a later Cabinet meeting.
